Conference Rationale:

The three “E”s of energy security, economic efficiency, and environmental acceptability are an uncomfortable reality for small islands around the globe. This special conference seeks to celebrate and extend the importance of the United Nations’ International Year of Small Island Developing States (SIDS) by:

에너지 안보, 경제적 효율성 그리고 환경적 수용성으로 대변되는 세가지 “ E”는 지구 곳곳에 위치한 작은 섬들의 불편한 현실이다. 이 특별한 회의는 아래와 같은 일을 실행함으로써 작은 섬들 UN이 정한 2014년 작은섬발전도상국 이해의 해의 중요성을 기념하고 이를 확산시켜 나가고자 한다. 

evaluating the consequences of the International Year for the SIDS and other small island economies; 작은 섬나라 발전도상국의 국제기념의 해의 성과를 평가하고 

assessing the new development related research needed to implement the S.A.M.O.A Pathway (SIDS Accelerated Modalities of Action).; and 사모아 해법 (작은섬발전도상국의 가속화하는 실천의 양상)을 집행하는 데 필요한 새로운 발전관련 연구를 평가하며, 

exploring options for the SIDS to access the policy agenda of the regional and global economic forums. 작은섬발전도상국이 지역적 이며 지구적 경제포럼의 정책 에이젠다에 접근할 수 있는 선택을 탐구하고 

Throughout this agenda there is a special emphasis on meeting the challenge of the three “E”s for small islands. 이러한 에이젠다를 통하여 작은 섬들의 세가지 “E”의 도전에 상응할 수 있는 특별한 대책을 강조한다. 

The contemporary energy insecurity of SIDS as identified during the International Year of SIDS cannot be redress solely from the perspective of their incapacity. The G-20, APEC and similar market-based forums make essentially economically rationalist decisions regarding their own collective energy security. They do not grant the SIDS parity of esteem or of influence in pursuing this agenda. Indeed even during the International Year of SIDS, the 2014 G-20 meeting in Brisbane did not find a place for an I-20. There was a B-20 for business and a L-20 for labour but no direct consideration of SIDS needs.

국제기념의 해 기간에 명시된 작은섬발전도상국의 에너지 불완전성의 무기력한 역량의 관점에서 볼 때 현재의 상황은 교정될 수가 없다. G-20, 에이펙, 그리고 비슷한 시장 중심의 국제회의는 본질적으로 그들의 집단적 에너지 안보와 연관하여 경제적으로 합리주의적 결정을 한다. 그들은 이러한 정책을 추구함에 있어서 작은섬발전도상국에 존경이나 또는 영향력의 등가적 가치를 인정하려 하지 않는다. 실제 UN이 작은 발전도상국의 해라고 강조한 2014년에 개최된 호주 브리스베인의 G-20 정상회의에서도 섬-20의 입장을 고려하는 배려는 전혀 없었다. 사업을 위한 사업-20, 노동을 위한 노동-20은 있었지만 작은 섬 발전도상국의 필요에 대한 직접적인 고려는 없었다. 

Of the 39 countries that have been rated “extreme risk” on the 2010 Maplecroft Index with regard to energy security, 33 are small island nations, with Singapore, Nauru, American Samoa, Guam and Netherlands Antilles considered most vulnerable. The International Year of SIDS is over but it should not end. Jeju’s I-20 Initiative is needed as a global “de-brief” – a serious and focused assessment – on what the International Year has meant for meeting the energy security needs of the world’s most vulnerable, at-risk small islands.

2010년 에너지 안보를 측정하는 메이플 지수에 의하면 39개의 섬나라 중 33개의 섬 나라가 “극도로 위험한” 수준에 있다. 싱가포르, 나루, 미국령 사모아 괌과 네델란드 안틸레스 섬 역시 취약 지역으로 노출되어 있다. 작은섬발전도상국 이해의 해인 2014년에 위험에 노출되어 있는 세계의 작은 섬들의 에너지 안보에 노출된 위험에 대한 심각하고도 집중적인 평가를 고려할 때 이에 대한 국제적으로 요약하고 지구적으로 대응하는 섬-20의 주도적 창설이 필요하다.

Jeju’s I-20 Initiative embraces this challenge through a special conference to follow on from the International Year of SIDS and to keep the momentum vibrantly alive. This conference will provide a forum with the SIDS and small island economies at the centre of three-sided dialogue including Government, Industry and International Organisations. Special effort will be made to engage with G-20 states to promote the case for an appropriate mechanism for an I-20 parallel input into the 2015 G-20 meeting.

제주의 섬- 20 이니시어티브는 작은 섬나라 연합의 사모아국 애피아 회의에서의 이슈를 포괄하는 도전을 특별회의에 반영 개최함으로서 2014년 작은 발전도상국 이해의 해에 대한 마련된 국제적 계기를 실질적이고 지속적인 과제로 부각시켜 나가려는 데에 있다. 그것은 정부의 입장에서, 산업의 입장에서 그리고 국제기구의 입장?k 포함하는 대화에서 작은 섬 발전 도상국의 에너지 안보의 3차원적 분석과 진단을 하려는 데 있다. 우리들의 특별한 노력은 G-20 국가들이 2015년 G-20 회의에서 작은 섬국가들과 G-20 국가의 에너지 안보를 다루는 섬-20 I-20을 창설하여 이를 제도화시키는 적절한 메커니즘으로 발전시켜 나갈 것을 실천해나갈 것을 G-20 국가에 공식적으로 제안한다.
