from Jeju Bultuk at grass roots level

We are happy to be held the 6th Global Peace Bultuk Assembly (GPBA) at JNU of Jeju National University (JNU) of Korea on July 9, 2015 at JNU and Hokkaido University of Japan from October 17-18, 2015 in succeeding last five ones ( the first : July 30-31, 2010 at JNU and Gapado, the second : August 19-20 at JNU at Udo, 2011, the third at JNU and Udo : July 27-28, 2012, the fourth: at JNU and SungSanilchulbong : November 21-22,2013, 5thatJNU:November7-8,2014.Studentsandparticipantsinthe9thPIILShandlesissuessuchas(1)SocialHealingoftheJejuApril3Tragedy,(2)SustainabilityofJejuHaenyeoCulture,(3)ValueofUNESCOInt’lProtectedAreas,(4)CulturesofPeaceandConflictResolution,(5)GreenGrowthandTravelism,and(6)ClimateChangeandRenewableEnergy.
In July of 2010, we can start the GPBA at Gapa Island by saying that “Bultuk the name of the traditional space for haenyeos. The Bultuk is made by stacking stones at the seaside near at village. These act against rough winds, and help the haenyeos manage their livelihood through diving at sea. Here, they decide all issues relating to their diving activities by voting democratically and prepare for their diving. After their diving activities, Jeju’s haenyeos distributing their products according to their contributions at sea. They have kept their dream of Jeju community alive, where all islanders live freely and peacefully and have equitable rights.” (Pamphlet of a project to illuminate Jeju haenyeos by World Association for Island Studies : July 30, 2010).
Upon last 5 years achievements of Asian youth at GPBA between two universities, it’s a time that we can try to extend their participation to more universities into the 6th GPBA at Jeju National University and Onpyungri Bultuk on 9thofJuly,2015forbuildingup Asian youth community peace networking such as students of Hawaii University of USA, Sydney University of AU, American University of the Paris, Sakhalin State University of Russia, Hainan University of China, PyungYang University of Science and Technology and so on. Of course it will be connected to an idea of Dr. Glenn Paige’s concept of “6 Cultural Ministers’ of the Six Culture Exploration, involving China, Japan, North Korea, South Korea, and the USA. Six Culture Exploration will become Seven including university of AU participation at Global Peace Bultuk Assembly 2015, based on from an idea of Dr. Grant McCall of University of Sydney of AU. We are welcome all of concepts, ideas and activities to reinforce role of Jeju Peace Island by scholars, citizens and students.
I put an idea of Professor Moon Young Lee ( 1927-2014) who says about two main streams of civilization in his book,” Human, Religion and State”(2001) :
“ I looked at two civilizations. The first is that in The Analects of Confucius and The Works of Mencius while the other is that of Christianity in this book. I will refer to my book The Analects of Confucius, The Works of Mencius, and Public Administration (Nanam, 1996) as the standard case of the Oriental bureaucratic organizational culture in an equivalent class. For instance, in the Oriental bureaucratic organizational culture, there is no church. However, there is a mentor who gives lessons to and corrects both the populace, the private figure and the government, the public figure. An itemized list comparing these two books would be a syllabus of the classes, “Beauty and Civilization” and “Governance Institution and Procedure.”…This book explains that the citizen assembly culture – a culture that creates civic groups including labor unions, colleges, opposition parties, as well as authorities including legislative, executive, and judicial branches – also contains bureaucratic organizational culture. However, a bureaucratic organizational culture doesn’t connote a citizen assembly culture since in the bureaucratic organizational culture, the king, not the people, becomes the subject and makes the governance and public administration structure, while domestic civic groups, in this case, are nothing but government-controlled organizations.”
He encouraged me what I find a kind of citizen assembly from Bultuk meeting created by Jamsuhoi (women divers’ voluntary association) as one of citizen assembly culture. It symbolized a civilized model of island democratic governance Jeju islanders created at their bultuk at grass roots level. In sharing with Jeju island pathway as a more civilized governance from experiencing Bultuk meeting of women divers, I would like to invite youth people into GPBA. I hope they both enjoy sustainability of Jeju women divers and their traditions of democratic life style at their Bultuk.
